Inclusive insurance and risk financing in Comoros. Snapshot and way forward 2024

This report presents the main findings of UNDP’s inclusive insurance and risk finance country diagnostic for the Union of the Comoros. It sets out key risks, the current inclusive insurance and disaster risk finance landscape, and recommendations to advance inclusive insurance, risk finance and development.
Comoros’s chief risks include tropical storms, epidemics and volcanic activity. Inclusive insurance is undeveloped. Disaster risk tools include the National Strategy for Disaster Risk Reduction and the National Emergency and Resilience Fund, but there is no comprehensive disaster risk financing framework.
Recommendations include establishing a regulatory framework for inclusive insurance development; implementing the National Emergency and Resilience Fund; and diversifying mechanisms for disaster risk management and financing.
